does Parliament talk about a thing when the thing is happening?
The Minutes counts how often a phrase appears in the Official Report. The Department of Statistics publishes the quantity that phrase names. Put them on the same year axis and you have a test of the chamber's attention against the country's own numbers.
Two series that both trend will correlate strongly whatever the truth, so the comparison is made on year-on-year changes, not levels. Eleven lags are tried and the largest correlation kept — which inflates it, so the threshold shown pays for that search rather than pretending the search never happened.
Even setting the statistics aside, this could never show cause. Parliament debating prices does not move prices, and prices rising do not compel a debate; both answer to a world these two files cannot see.
