URA Master Plan 2025

The Ceiling

the island that is allowed to exist

Every parcel in the Master Plan carries a Gross Plot Ratio: a legal cap on how much floor area may stand on that land. Most of Singapore carries no number at all.

What the codes mean

Unverified

Densest ground

Planning areas ranked by the average ceiling across the land that has one. A ratio of 3.0 means three square metres of floor may stand on every square metre of land.

Where people actually go

This page records what may be built. The Tide records where Singapore actually travels. Putting one against the other asks the question the Master Plan exists to answer: are the places people arrive the places the plan permits density? Weekday rail arrivals per square kilometre of permitted floor space, by planning area — stations placed against the same boundaries an address is.

Least written down

Ranked by the share of land carrying no published ratio. These are the places where the plan reserves its judgement.
