Every tender the government awards through GeBIZ is published: the agency, the supplier, the amount, the date. It is one of the plainest records the state keeps, and almost nobody draws it.
An agency's top-3 share is how much of its award value went to its three largest suppliers. A high share is not an accusation — a specialised buyer should have few suppliers, and one large contract can carry a year. It is simply a fact about the state that is not published anywhere, and it falls out of this file. Ordered by share; agencies with fewer than 25 awards are excluded, because three suppliers out of five is arithmetic, not concentration.
